JOHNSTOWN — The Fulton County Highways and Facilities Department’s 2020 operating budget has been hit with a $277,266 reduction in CHIPS funding due to the COVID-19 pandemic.
Department Superintendent Mark Yost requested a budget amendment, but expressed some optimism recently to the Board of Supervisors’ Public Works Committee.
“We may get it back, but I think it’s too soon to tell,” Yost said.
The Fulton County Highways and Facilities receives Consolidated Local Street and Highway Improvement Program, or CHIPS funding through the state Department of Transportation. Yost told the committee that DOT stated in June there might be a 20 percent reduction to CHIPS, Pave NY & Extreme Winter Recovery funding due to the impacts of the coronavirus disease.
Yost said he received a Sept. 16 email that the 20 percent reduction was coming to fruition.
He requested a budget amendment to reflect the loss of revenue, which was approved by the committee and now goes before the full board Monday.
In other Highways and Facilities Department news before the committee:
∫ Yost requested a budget amendment because of a July 25 inspection at the Fulton County Airport. During a normal light inspection at the airport, he said it was determined the Runway End Identifier Lights were not working. Baseline King Corp. determined the cause was due to a lighting strike. A quote for repair of $12,644 was received.
∫ Proposed resolutions were approved for contracts with Brezzy’s Cleaning Service for janitorial services at County Complex I & II, and the Department of Social Services’ Cooper Building.
∫ Contracts were also proposed to be awarded for purchase of diesel fuel, unleaded fuel and heating oil for county facilities and buildings.
∫ Supervisors authorized a proposed $6,728 contract for 2021 be awarded to County Waste & Recycling Service Inc. for waste removal at the Fulton County Correctional Facility. Bids were opened Oct. 21 and there was only one bidder at $26.87 per pickup.
∫ In his monthly operations report, Yost said highway crews replaced a cross culvert on County Highway 101, and worked on the County Highway 158 and County Highway 107 intersection. Facilities crews removed banners at the Tryon Technology Park, installed snow blowers on tractors, and changed all AHU filters.
